| In 2003, a group not affiliated with any political organizations in Montgomery County, comprised of citizens from all areas of the county, came together to objectively investigate the substance of the issues brought before Commissioners Court earlier in the year regarding the Montgomery County Memorial Library System. |
| Through comprehensive and diligent inquiry, a consensus was reached that inflammatory rhetoric and accusations from all sides had overshadowed and obscured the true basis of the controversy. It was further agreed that taxpayers, citizens and elected officials were entitled to complete and accurate information on which they could base their decisions about current library policies. |
| An extensive grassroots network of Montgomery County residents was consulted to determine the most efficient manner in which to disseminate accurate information to the community. As a direct result of citizen input and a broad base of support, a decision was made to form a non-profit corporation that would serve as an information source regarding library concerns. |
